HEXIA as a project is centered on the free material character, voice synthesis databases, & open-source dataset of the same name- this means anyone can use the character and/or voice commercially or noncommercially as long as certain guidelines are followed for each - this was always my dream for her, so I'm excited to bring her to this point!
Singing Voice Synthesis Libraries
HEXIA libraries are available primarily in English, and secondarily in mildly American accented Japanese. The singing voice is that of the project creator, celestrai, and provides an amateur mezzo soprano vocal with a range of expression, often with a mellow and sweet sound.

UTAU
UTAU is a free vocal synthesis software created by Ameya/Ayame, and originally released in 2009. It was primarily designed for the Japanese language, however, users have created implementations for many languages. It has a wide userbase of hobbyists across the world, and a wide arrangement of user created voices and tools.
The HEXIA project began as an UTAU library in 2012, and is still centered on her English UTAU libraries now that it has transitioned to a free material character project.

DeepVocal is a free vocal synthesis software created by Boxstar & released publicly in 2019. Similar to UTAU, it has a wide range of user-created vocals made by its international userbase in a variety of languages.

Usage Guidelines & License Agreement
Overall Guidelines
Must be followed regardless of the medium, content, etc of the work.
HEXIA Project materials may not be used in works that:

Are explicitly endorsing a political candidate or party outside of the context of a fictionalized narrative.

Engage in libel or slanderous behavior or claims against a real individual, company, or persona.

Break laws regarding content in the area where the work is created.
-
Break laws regarding content in the United States.
-
Depict characters under the age of majority in sexually suggestive or sexually explicit ways.

Are involved in cryptocurrency or NFT-based projects, or other areas primarily touted as "investments" or "securities".

Promote or include uncritical depictions of bigotry, hate speech, or hate crimes against any groups.
HEXIA Project materials require permission to be used in works that:

Are graphically violent or sexual in nature.

Advertise a company, product, or company activities, or are in any way a form of advertisement.

Are created by a legal company, or a production group larger than 10 persons.

Are a software or port of some kind of the HEXIA project materials. (see voice permissions)
The user must also follow the specific license information for each item of HEXIA project material they use.
Voice Guidelines
For the voice, users are mostly free to use it however they please, while following the below requirements, as well as the project requirements in general:

In the title, description, or credits of a piece, credit the voice to one of the following: "HEXIA", "HEXIA Project", "The HEXIA Project", "The HEXIA Project by celestrai", or, if using a singing software library, the user can also credit their usage by the individual name of the voice library & the engine it runs on, such as "HEXIA Arpasing CORE [UTAU]" for the Arpasing UTAU library. If the voice is attached to a non-HEXIA character, a typical credit line can be used such as, "The Mary character is voiced by HEXIA, a virtual voice from the HEXIA Project by celestrai." or more simply "Mary - HEXIA"

The HEXIA voice may not be ported, sampled, re-packaged or re-distributed for any synthesizer or audio sample pack without the written permission of celestrai on behalf of the HEXIA Project. If an individual wishes to port the voice to a new system, they can easily get this permission by contacting before proceeding, and allowing the HEXIA project to be the primary distributor of this port or sample pack, with credit to the individual who sought out permission to create the port, or by otherwise reaching some written distribution agreement with the HEXIA project.

Following the character guidelines in works where there is not necessarily a character attached to the voice is not required, but appreciated!
Character Guidelines
The character guidelines are more limiting because HEXIA's character adheres to a loose "multiverse" canon kicked off by her inciting story, and all character usages will become a part of this "multiverse" by design. For character usages, the following profile must be adhered to in good faith:

Name: Hexia

Last name can be added, & spelling adjusted to suit the world.

Gender: Femme-aligned nonbinary

For this character, using "woman" as shorthand is fine, and feel free to play with gender presentation in the general area between androgynous and feminine - just please avoid explicit contradictions of this character aspect.

Pronouns: (primary) She/Her/Hers, They/Them/Theirs

Additional pronouns can be used that suit the world or circumstance, including neopronouns. Masculine pronouns should be used sparingly and it/its pronouns should never be used.

Sexuality: Lesbian [Typically attracted to: women and nonbinary people]

Similar to gender, if you don't give them a romantic interest, don't worry about having to insert lines to confirm this - just don't contradict it please.
